I’ve heard that you can buy cars that have been seized from criminal activities, repossessed by banks and lending institutions, and vehicles that are government surplus. What’s true, and how does it work?

Just Google government, police, or sheriffs department auctions for your state or county. You’ll get lots of hits. This link is the federal governments master site for online auctions.
It’s all true but you have to know where to find the auctions and how to participate, and how to bid so that you don’t overpay. Here’s an article that has more details:

All of that is true. Plus you can get some pretty good deals there. All you have to do is go to the auction and bid on the car you want. Then you pay for it and drive off the lot. The only hard part about it is finding one near you. has some car auction sites you can go to if you don’t know where to find any auctions near you.
