How many houses can u lease to the government so that people can get government housing?

For the past 10 years I have seen a house that always had a family that always spend their time outside doing nothing. I would wonder where they get their money. But this happens in a couple of houses, no one. Can I get in on this. Here is my plan

Im going to get a cosignature to get a couple of houses from these auction foreclosures. Im going to lease them out to the goverment to get my paychecks to pay for a third of the mortgage.
But this happens in a couple of houses, no one seems to work, except for the father that comes twice of month
Im thinking the government pays 100% of the house bills.

But im not sure if the guy has one house to his name the other to his wife’s name.
