okay i have a SF-97 form which is a transfer of title from a car own and auctioned off by the government to the public. before the registration was back taxed for 6 years, but before a gov auction can sell a car it has to be clear of taxes correct? they cant sell cars with back taxes can they.

okay instead of a standard title exchange i received this paper that says the US government certificate to obtain title to vehicle . only the seller signs it and i have to take it to DMV to register it. is this normal for any car bought threw the government (as in on base from a auction). that’s where the owner said he got it from and why i have this instead of a normal title exchange.
